Obamacare Changes The Calculus On Getting Coverage At Work

Walmart Employee Benefits, 401k,Associate Stock,Health Savings Account

There are obvious benefits to getting health insurance at work. For one, employer-sponsored insurance is not taxed, meaning that every dollar of compensation provided as medical coverage stretches further. Individual market plans, meanwhile, are purchased with post-tax dollars. The only way to get in on the tax exemption is to buy coverage at work.

But for low-wage workers, Obamacare has introduced a new and big drawback to the employer insurance. Namely, anybody who gets access to affordable coverage at work is barred from getting subsidies through the new exchanges. This is even true for people who don’t buy insurance at work just the act of getting offered employer coverage blocks individuals from getting financial help.

That financial help can be a big deal for those with lower incomes. Think of the 36-year-old Walmart employee here in Washington, D.C. who works 29 hours per week at the company’s average wage of $12.73 per hour. She earns just about $19,000 annually if she works every week of the year.

If Walmart doesn’t offer her insurance, the Kaiser Family Foundation’s subsidy calculator shows that she qualifies for a $1,751 subsidy from the federal government to help buy coverage on the exchange. With that financial help, she can buy insurance for as little as an $7 per month. As a low-wage worker, she gets some of the most generous financial help.

This is how Trader Joes’ explained its decision to similarly cut benefits for part-time workers last year.

Main Plan To Cost Workers 57 Percent More

Wal-Marts U.S. employees are set to pay 3 percent to 10 percent more for their medical coverage next year, depending on the plan chosen.

The lowest-priced and most popular plan for a Wal-Mart employee is set to cost $18.40 per bi-weekly pay period next year, up 5.7 percent from $17.40 this year, the company said.

Full plan details were not available. The company plans to send tailored guides to its U.S. employees the week of October 8.

Annual U.S. health insurance premiums rose an average of 5 percent for individuals and 4 percent for families in 2013, according to the Kaiser Family Foundations 2013 Employer Health Benefits Survey released on August 20.

This year, Wal-Mart began to offer U.S. employees and their dependents free heart and spine surgeries at six major health centers. Next year, it plans to also fully cover hip and knee joint replacements at certain hospitals.

A large majority of Wal-Marts workers who sign up for medical coverage also sign up for dental coverage. Wal-Mart said it would start to offer vision coverage in 2014 after employees asked for it.

Theres no one size fits all solution for peoples benefits, so were trying to offer a number of benefit options and then let associates make choices on whats best for them, said Tovar.

Dental and vision coverage are offered for additional fees, which for an individual are about $7 and $2 per bi-weekly pay period, respectively.

Employer Coverage Is Too Expensive For Many Part

A small minority of part-time workers are currently offered health benefits at their company. ADP Research Institute estimated in 2013 that about 15 percent of part-timers had the chance to buy into their company plan. And, perhaps even more interesting, only about half of those who had the opportunity actually bought the coverage.

As to why there’s such a low take up rate, ADP has speculated that insurance is too expensive for those working fewer hours. They can’t afford to buy into the plan the company offers.

The Loser In The Walmart Decision Is The Federal Budget

Yes, there will definitely be some people who earn more at Walmart and get less generous subsides on the exchange. They could see their premiums increase with this decision. But given that this decision applies only to those who work fewer than 30 hours per week, they are likely lower earners who will be helped rather than hurt.

Does this mean Walmart is dropping coverage for these workers merely out of the goodness of its own heart? Of course not: the company is going to save lots of money by not helping buy insurance for 26,000 workers. Its shifting costs over to the government, which will now take on the financial burden of helping to pay for thousands’ of part-time workers’ medical bills.

But, at least from the Walmart employee’s perspective, losing coverage might not be a bad thing and could actually be a really good thing for those who earn the least.

What Health Plans Are Available At Walmart

Why Walmart Wants To Be Your Hospital Too

Contribution Plans

With the contribution plans, Walmart sets aside money for medical care each year.

Every time a medical service is needed, the plan automatically deducts from the available balance. Each year any unused funds from the prior year roll over into the employees account.

With PPO plans, associates pay only $25 for a visit to their primary care physician and $25 for a specialist referral.

In addition, coverage is paid at 90% once the $300 deductible is met.

This plan also provides infertility treatment, transgender care, and chiropractic care not found in other major plans.

Premier Plan

Of all Walmarts medical plans, the premier plan costs the least for employees.

Furthermore, this plan also has low-cost medical office visits that start at $35 per visit. Additionally, 75% of medical coverage is paid after the deductible is met.

Saver Plan

Walmarts medical saver plan allows associates to set aside a portion of their paycheck to cover medical costs.

Is Walmart Life Insurance For Employees Enough

Financial experts recommend having life insurance equivalent to 10 times their annual salary. So, if you make $50,000 per year, you should have a life insurance policy for $500,000.

Life insurance for Walmart employees is only equal to their annual salary, up to a maximum of $50,000. This may not be enough to cover final expenses and provide for your loved ones.

Employees with non-working spouses and/or dependent children may consider buying additional life insurance coverage because the company-provided life insurance is not enough to replace the breadwinners income.

Employees with large families may also want additional coverage because $50,000 may not be enough to cover all final expenses and provide asset protection for the surviving family.

Employees with special needs dependents should consider additional coverage because it may not be enough to care for the dependent long term.

If you are a Walmart employee and want to make sure your loved ones are sufficiently taken care of financially if something happens to you, it is best to get additional coverage through an individual life insurance policy.
