Does Health Insurance Pay For Abortions

Does Health Care Cover Abortion Or Not Fact Checking The Fact Checkers

Ohio bill would prevent insurance for paying for abortions, limit birth control coverage

You know things have gotten confusing when even the independent fact checking organizations cant agree with each other. The question that tripped them up: does health care reform cover abortion?FactCheck.org last week said Obama was misleading when he claimed that his health care reform wouldnt cover abortion. Its a matter of fact, the non-partisan website declared, that it would allow both a public plan and newly subsidized private plans to cover all abortions. PoliFact, on the other hand, earlier had sided with the White House, declaring as false a statement from Republican leader Rep. John Boehner that Obamas health care reform will require to subsidize abortion with their hard-earned tax dollars.

Rape, Incest and Life of the Mother. Lets start with the most clear-cut issue. The House legislation would require that the public health care option government cover abortions in the cases of rape, incest or the life of the mother.* This is relatively non-controversial because even currently extant restrictions on federal funding for abortion allow for this exception.

Its Time To Lay Hyde To Rest

No one should ever have to go through desperate measures in order to attain the health care they need. But with the Hyde Amendment as an impediment, the likelihood of such crises will remain high. One in four women will have an abortion by the age of 45 and every one of them should have insurance coverage of abortion, regardless of the source. Policies like the Hyde Amendment promote a system of inequality in health care, where coverage of abortion and access to this vital health care service depends on the source of health insurance and whether or not a person has the ability to pay for it out of pocket. This means that people with significant financial means will always have access to the abortions they need, while those without financial means will continue to face barriers to care.

At this pivotal moment in which we find ourselves, mulling over health care reform and the direction in which to go next, policymakers and health care advocates have been presented with the opportunity to get it right on insurance coverage of abortion. And getting it right means treating abortion as health care within insurance and the health care system, and covering this vital care once and for all.

Judge Blocks Trump Administration Rule That Would Have Required Insurers To Send A Separate $1/month Invoice For Abortion Services Hhs Subsequently Eliminated The Rule Altogether

In December 2019, HHS finalized a rule aimed at clamping down on compliance with ACA Section 1303. That section details how the law requires insurers that offer non-Hyde abortion services to collect at least $1 in premiums per month to cover abortion services and segregate those funds separately from the rest of the insurers premium revenue. It also notes that premium subsidies cannot be used to fund non-Hyde abortions. Incidentally, most carriers report that it actually costs them less than $1/month to provide elective abortion coverage they round up the amount in order to comply with the ACA.

NEW: How to choose the best health insurance for your needs.

The new rules were initially slated to take effect as of June 27, 2020. But in response to the COVID-19 pandemic, HHS issued a 60-day delay, pushing the effective date out to August 26, 2020, with insurers required to comply by their first billing cycle after that date. However, the abortion invoicing rule was challenged in court, and in July 2020, US District Court Judge Catherine C. Blake overturned it, meaning that it did not take effect in August 2020. The rule was still blocked as of mid-2021, when HHS eliminated it altogether.

Heres the backstory on how the federal governments interpretation of ACA Section 1303 has evolved:

How Will You Know What Decision Is Right For You

It’s not easy to decide to end a pregnancy. You may need some time to think about your choices. Counseling may help you to decide what is best for you. If you’re comfortable, you can start by talking with your doctor. Family planning clinics also offer counseling to help you decide what is best for you. You may also want to talk with someone close to you who understands how pregnancy and raising a child would affect your life. Carefully think through your choices, which are to:

  • Have a baby, and support and raise your child to adulthood.
  • Have a baby, and place the baby for adoption.
  • Have an abortion.

Washington State to Churches: ‘Pay for Abortions or Break the Law’

In general, people choose abortion because being pregnant is not the right choice for them at that time. Most people feel relief after their abortion and are satisfied that they have made the right decision. Some people feel sad or emotional for a few days or weeks afterwards and may find a supportive friend or counselor very helpful at this time. Researchers have found that having an abortion does not make people feel negatively about themselves in the future.

Q: How Many Women In The Us Have Abortions Every Year

The National Women’s law Center says than 920,000 American women had an abortion in 2014. This means about 19 percent of all pregnancies, not including miscarriages, were ended by an abortion that year.

Also, around 1.5 percent of women between the ages of 15 and 44 had an abortion in 2014. About half of those women reported having had one or more previous abortions.

Federal And State Laws Regarding Coverage Or Payment For Abortion

Almost one million women in the U.S. have an abortion every year.1 Federal and state laws, as well as insurers coverage policies, shape the extent to which women can have coverage for abortion services under both publicly funded programs and private plans. Women who seek an abortion, but do not have coverage for the service, shoulder the out-of-pocket costs of the services. The cost of an abortion varies depending on factors such as location, facility, timing and type of procedure. The median cost of an abortion at 10 weeks gestation is $500, whereas the median cost of an abortion at 20 weeks gestation is $1195.2 Though the vast majority of abortions are performed in the first trimester of pregnancy, the costs are challenging for many low-income women.3,4 Approximately 5% of abortions are performed at 16 weeks or later in the pregnancy.5 For women with medically complicated health situations or who need a second-trimester abortion, the costs could be prohibitive. In some cases, women find they have to delay their abortion while they take time to raise funds,6 or women may first learn of a fetal anomaly in the second trimester when the costs are considerably higher.7 According to the Federal Reserve Board, forty percent of U.S. adults do not have enough savings to pay for a $400 emergency expense.

Don’t Miss: Where Do You Go If You Have No Health Insurance

Does Health Insurance Cover Emergency Contraception

Yes. But it can get a little complicated, depending on the type you need. Under the ACA, most health insurance plans must cover all methods of birth control that you can get with a prescription, including emergency contraception.

There are three kinds of emergency contraception: the copper IUD, the ella morning-after pill, and the Plan B morning-after pill.

The most effective type of morning-after pill is ella. You need a prescription to get ella which means that most health insurance plans will cover ella at no cost to you.

You dont need a prescription to get Plan B or other brands of levonorgestrel morning-after pills, such as Take Action, My Way, and AfterPill. You can buy them over-the-counter at drugstores, pharmacies, superstores, and online. Health insurance wont pay for these types of morning-after pills if you buy them over-the-counter without a prescription. But if you get a prescription, most health insurance plans will cover them at no cost to you.

Its a good idea to get morning-after pills ahead of time and keep them in your medicine cabinet just in case. That way if you need it, you can take it as soon as possible. So if theres ever a chance you might need emergency contraception, call your nurse or doctor and ask for a prescription, or get a prescription at your next appointment. You wont have to worry about trying to get it at the last minute and the cost will be covered by your health insurance.

Q: Why Does It Matter If Health Insurance Does Or Doesn’t Cover Abortions

A: The main reason it matters is abortions aren’t cheap. As a result, many American women rely on health insurance to help cover the procedure’s costs.

For example, according to one recent national survey, 24 percent of women paid for their abortion using Medicaid coverage. Fifteen percent used private insurance to pay for their abortion.

That’s right in line with what Katherine McGuiness, the Board President of the Network for Reproductive Options, an abortion fund that serves Oregon and Idaho, recently told The New Republic. For anyone who even dips their toe into this work, you soon realize that insurance coverage, or lack of coverage, is one of the biggest determining factors in whether or not someone can get an abortion.”

Without the right health insurance, many women can’t afford an abortion, which pro-choice proponents say threatens both their physical and economic health.

Q: Can I Get A Health Plan Through My State’s Insurance Marketplace That Covers Abortions

A: It depends on where you live.

The Affordable Care Act allows states to restrict how plans sold through their health insurance marketplaces cover abortions. At the moment, 26 states do this to varying degrees.

Six other states don’t limit how their marketplace plans cover abortion. But they also don’t currently offer any marketplace plans that include such coverage.

If you live in any of these states, you won’t find a marketplace plan that covers abortion outside a limited number of situations. See nwlc.org for more information.

Restrictions On Private Insurance Coverage Of Abortion: A Danger To Abortion Access And Better Us Health Coverage

HIGHLIGHTS

  • Antiabortion conservatives have long sought to eliminate private insurance coverage of abortion, and their main tactic in Congress has been to push for barring health plans from covering abortion if any part of the plan is paid for with federal dollars.
  • Abortion coverage is already severely restricted and difficult to obtain in many parts of the United States, and further federal restrictions will make things worse for patients who need abortion care.
  • The obsession with banning abortion coverage threatens broader efforts to expand and improve U.S. health insurance coverage and to make it more affordable.

One long-term goal of antiabortion conservatives has been to eliminate abortion coverage in all private insurance plans, just as they have eliminated abortion coverage under Medicaid in most parts of the United States already. In a number of the most conservative states, antiabortion policymakers have pursued their goal directly: Eleven states have outright bans on abortion coverage in all private insurance plans regulated by the state, and many additional states have bans for segments of the insurance market, such as in Affordable Care Act marketplace plans or plans for public employees .1

Do Abortion Restrictions Affect Miscarriage Care

Miscarriage care involves the same procedures as abortion. A doctor may prescribe you misoprostol to help your body expel the pregnancy, or perform a vacuum aspiration, or, if you were farther along, a D& E. Bans on insurance coverage of abortion do not affect coverage for miscarriage, so if you have insurance you should be covered.

But you could still run into some problems. For example, a case in Arizona made headlines in June 2018 when a pharmacist refused to dispense misoprostol to a woman with a non-viable pregnancy that her doctor said would ultimately end in a miscarriage. A Michigan woman faced a similar issue in July 2018. Some states require pharmacists with religious objections to have another pharmacist fill the prescription.

Generally speaking, what happened in Arizona is rare. Catholic hospitals are a much bigger issue, Guttmachers Sonfield says. You dont know if the hospital will treat you if they think what youre experiencing is the aftermath of an abortion as opposed to a miscarriage. That is really hard to prove either way. And even if they believe it is a miscarriage, some of the ways in which the ethical directives for Catholic hospitals have been interpreted lead to truly substandard care for miscarriage and pregnancy complications.
