If you are moving to or returning to Manitoba from outside of Canada, eligibility is based on proof of your legal status in Canada and your residence in Manitoba.

Who is eligible for Manitoba Health and Seniors Care coverage?

Returning Canadians You are eligible for coverage the day you arrive in Manitoba when proof of your Canadian citizenship, arrival date and residence status are provided.

Permanent Resident You are eligible for coverage on your date of arrival in Manitoba when proof of Permanent Resident Status is provided or on the date Permanent Resident Status is granted.

Work Permit If your Work Permit is valid for at least 12 months in Manitoba, you and any family members listed on the Work Permit are eligible for coverage as of the date it was issued. If your Work Permit is less than 12 months, you are not eligible until you receive an extension allowing you to stay in Manitoba for at least 12 months. You will then be covered as of the date of the extension.

Study Permit Effective September 1, 2018, individuals with a Study Permit from Immigration, Refugees and Citizenship Canada are no longer eligible for health insurance coverage through Manitoba Health and Seniors Care .

When you register, you will need to:

Provide proof of residence in Manitoba: 6 months in a calendar year.

Who Is Eligible For Medicaid

You may qualify for free or low-cost care through Medicaid based on income and family size.

In all states, Medicaid provides health coverage for some low-income people, families and children, pregnant women, the elderly, and people with disabilities. In some states the program covers all low-income adults below a certain income level.

Even if you were told you didn’t qualify for Medicaid in the past, you may qualify under the new rules. You can see if you qualify for Medicaid 2 ways:

  • Visit your state’s Medicaid website. Use the drop-down menu at the top of this page to pick your state. You can apply right now and find out if you qualify. If you qualify, coverage can begin immediately.
  • Fill out an application in the Health Insurance Marketplace. When you finish the application, we’ll tell you which programs you and your family qualify for. If it looks like anyone is eligible for Medicaid and/or CHIP, we’ll let the state agency know so you can enroll.

Q Do I Need To Do Anything With A Deceased Person’s Health Card Or Health Coverage

The health card of a deceased person must be returned to the Ministry of Health and Long-Term Care. You will need to complete a and then mail it with the health card of the deceased person to the ministry. You should include a copy of the death certificate. Copies of this form are available by :

I’m New To Manitoba How Do I Apply For Coverage

If you are eligible , coverage will begin on the first day of the third month after your arrival in Manitoba. For example, if you arrive on April 29, April will count as the first month, with May and June as the following two. Therefore, in this case your coverage would begin July 1.

When you register, you will need to:

Provide proof of residence in Manitoba: 6 months in a calendar year.

How to Prove Your Residence in Manitoba

Please provide any one of these documents, subject to the documents being acceptable to MHSC:

  • Signed mortgage agreement
  • Signed long term rental or lease agreement
  • Current Employment Confirmation
  • Notarized letter from the homeowner or leaseholder stating: names of the applicants for Manitoba health coverage living with them in the residence and length of stay
  • Letter from a Resettlement Assistance Program providers/ Resettlement Assistance Program providers, regarding the applicant’s residence in Manitoba

Any two of these documents, subject to the documents being acceptable to MHSC:

  • Utility Bill telephone, cable/satellite TV, gas, water/sewer
  • Insurance policy
  • Property Tax Bill
  • Valid Manitoba Driver’s License
  • Canadian Pension Plan statement of contributions or statement of benefits
  • Old Age Security Statement

Information Needed To Apply

Whether you are applying for the first time, or renewing your benefits, you may need one or more of the following pieces of information to complete your application:

  • Proof of citizenship and identity for everyone who is applying for benefits.
  • Alien Registration Cards, if there are non-U.S. citizens applying for benefits in your household.
  • Social Security numbers for everyone, or proof that a Social Security number has been applied for.
  • Birth certificates for everyone who is applying for benefits.
  • Name, address & daytime phone number of landlord or neighbor.
  • A statement verifying your address and the names of everyone living with you. The statement must be made by a non-relative who doesnt live with you. It must be signed, dated and include that person’s address and telephone number.
  • Proof of ALL money your household received from any source last month and this month.
  • Proof that your employment ended and last date paid.
  • Verification of any medical insurance other than AHCCCS.

Medicaid And Medicare Information

If you are a Medicaid consumer enrolled in the Surplus Income Program and will be having a non-legally responsible third party pay-in your surplus on your behalf, before they make the first payment they need to complete and submit this form.

Open work permit holders may be eligible for Ontario health insurance coverage provided they are employed full-time for an employer in Ontario for a minimum of six months, have a valid work permit during this time, and they:

    Be Sure To Pay Your Premium Before You Renew

    To make your renewal process faster, your premium for the previous coverage year must be paid before coverage will be renewed. Premiums can be paid online on the ALL Kids website, and by clicking the “Pay My Premium” link attached below. It will take at least 24 hours for the payment to process, so please wait at least 24 hours after you have paid your premium to submit your renewal. If the payment has not had time to process in the system, the renewal will be denied for non-payment of premium.

    There is a special registration process for babies born in Ontario birthing hospitals and for babies born at home attended by a registered midwife.

    Immediately after the birth of your baby, hospital staff or a registered midwife will give you an Ontario Health Coverage Infant Registration form to complete. Babies born in an Ontario birthing hospital or at home and attended by a registered midwife will be provided with an infant registration form. Tourists, transients or visitors are not eligible for OHIP coverage.

    This form requests information regarding your baby such as the babys name, birth date and mailing address. Information is also requested regarding the parent/guardian who is completing the form. You will be asked to confirm that :

    • The child has a primary place of residence in Ontario.
    • The child will be physically present in Ontario for at least 153 days in any twelve-month period to retain health coverage.

    The bottom of the form is detachable and should be retained by you. It is pre-printed with a health number assigned to your baby. You should keep this record and use it until you receive the babys plastic Ontario health card.
