The Affordable Care Act: Good News And Bad News

Does a medical or health insurance policy cover IVF? – Select IVF India

The passage of the Affordable Care Act sometimes called Obamacare, mandates that health insurance companies provide the same set of essential health benefits, including outpatient care, hospitalization, emergency services, prescription drugs, maternity and newborn care, preventive and wellness services and pediatric services. They can also provide additional health benefits if the plan chooses.

The bad news first: Infertility treatment is not one of the essential health benefits mandated by the ACA. If your health insurance did not cover fertility treatments before, it does not have to now. Now for the good news. Infertility is considered a pre-existing condition. Before the ACA, you could have been denied insurance coverage completely because you had a pre-existing condition. As of 2014, an insurance company cannot refuse to cover you because you are diagnosed as infertile.

What Types Of Fertility Treatments Are Covered By Insurance

According to the National Council of State Legislatures, approximately 10 percent of American women of childbearing age have received assistance for infertility. If you’re searching for a fertility treatment plan, you may wonder what options insurance plans typically offer. Traditional fertility plans usually cover diagnostic screening and a single round of IVF or IUI, depending on the insurer.

Some benefit plans include medications, in addition to infertility diagnostic tests. Others provide intrauterine insemination and IVF. The most comprehensive ones pay for egg freezing and storage fees, donor eggs or embryos and gestational surrogacy.

IFEBP conducted a 2018 survey found 31 percent of employers with 500 or more employees offered some or all of the following fertility benefits to their employees:

  • Egg harvesting/freezing services: 6 percent

  • Fertility medications: 14 percent

State Of Wisconsin Infertility And Ivf Insurance Coverage

Because our Gurnee office is close to the Wisconsin border we have many couples that come down to us for IVF treatment. Unfortunately, Wisconsin does not yet have any state mandate for infertility or IVF services to be covered. Some employers will cover it to some extent, but many provide no coverage at all.

It is fairly common for our Wisconsin patients to have some coverage for diagnostic testing, and much less common to have any coverage for treatment of infertility. About 5% of our patients from Wisconsin have insurance coverage for IVF. Hopefully, health insurance coverage for infertility and IVF in WI will become more common in the future.

Ask Your Insurance Company

Is IVF Covered By Health Insurance?

One reason your company may give you for not providing IVF coverage on their policies is that their insurer doesnt want to offer. Now, in most cases your companys representatives would go to bat for you to let your insurer know that you need it. > > Top Insurance Companies That Cover IVF

If that doesnt work, you can appeal to them directly.

They may take it on a case by case basis, and if thats true youll need your doctors help convincing them youre a good investment. Make sure he can tell them youve got good odds and youre a good candidate for IVF.

Barring that, youll need to convince them that covering IVF is cheaper for them in the long run. Fact is, IVF done outside of insurance often results in multiple babies. The insurance provider will need to cover these babies once theyre born.

This matters because when IVF is covered by insurance, theres a better chance of only having one baby, which is significantly cheaper for them.

What Are Ivf Treatments

The Centers for Disease Control and Prevention says that infertility affects one in seven people in America. According to RESOLVE National Infertility Association, almost 12 percent of American women have difficulty becoming pregnant and carrying their child to term. They often need the help of infertility services. Additionally, 63 percent of LGBTQ millennials are considering having children. They may need the help of an assisted reproductive technology to have a family.

IVF is an acronym for in vitro fertilization. It is an art that physicians use to help infertile couples conceive children. Doctors use a combination of medications, hormones and surgical procedures to extract mature eggs and fertilize them with sperm in a laboratory. During the first stage of IVF treatments, physicians freeze the embryos so patients can use them at a later date. A doctor later implants the frozen embryo inside the uterus to impregnate the patient. However, some women end up conceiving a child naturally, so they don’t have to use their frozen eggs during the IVF process. People refer to the children produced by IVF as “test-tube babies.” English woman Louise Brown was the first child conceived by the procedure in 1979.

What Type Of Pre

Many plans that cover aspects of fertility treatment require pre-authorization whereby the insurer has reviewed your profile and determined whether treatment will be covered.

Not all plans require pre-authorization, but most do. The process can be used to ensure youre going a clinic thats in-network or to determine if youve met any requirements to access certain forms of care .

How arduous the pre-authorization process is is a function of the plans complexity and what documentation the insurer has about your circumstances .

Types Of Infertility Treatment Procedures Covered Under Health Insurance

Some popular infertility treatments are covered under health insurance, and some may be offered as an add-on cover.

  • In Vitro Fertilisation : The process involves gathering eggs from the ovaries and combining them with the sperm in a laboratory environment to make an embryo. The embryo is then transplanted to the uterus.

  • Intrauterine Insemination : The procedure involves inserting sperm into the uterus during ovulation in a laboratory environment.

  • Gamete Intrafallopian Transfer : The process involves mixing the eggs with the sperm in a laboratory dish and planting it in the fallopian tubes.

  • Intracytoplasmic Sperm Injection : The procedure involves injecting a single sperm into a single egg in a laboratory dish, and the embryo is placed in the uterus.

  • Infertility Treatment And Insurance

Treatment for infertility is covered by insurance much less commonly than testing is. Outside of a state mandated situation , when there is coverage for infertility treatment, it is fairly common to exclude IVF or to have a lifetime maximum benefit.

We commonly see health insurance plans that have between $10,000 and $25,000 as a lifetime max. This caps the potential costs for the insurance carrier. In other cases, insurance will cover testing and treatment up to and including intrauterine inseminations but they will not cover IVF in vitro fertilization services. Sometimes the monitoring of the IVF ovarian stimulation are covered, but all of the IVF codes are not covered.

Student Loan Hero, a debt management organization, conducted a 2018 survey of 776 employees who planned to receive fertility treatments. Almost 40 percent of respondents said that they felt stressed about paying for costs associated with IVF treatments.

Here are six potential sources you can turn to if you don’t have enough money for your procedures: Employee benefits

These benefits, after a successful IVF procedure, can be redeemed using your maternity cover though. Mind that the waiting period on your maternity cover will still apply here. So, make sure that all the required covers are active and ready to use when you finally decide to go with IVF.

How Many Cycles Of Infertility Treatment Will Be Covered

My husband and I first tried intrauterine insemination before moving on to in vitro fertilization and frozen embryo transfers . In an IUI procedure, doctors inject sperm into the uterus with a catheter. With IVF, doctors surgically retrieve eggs from the woman, fertilize them with sperm, and transfer the viable embryo back into the woman’s uterus. Women can use their own or donor eggs. While there are cases of families getting lucky on the first IUI and/or IVF, don’t be discouraged if it doesn’t happen for you right out of the gate. It can often take multiple attempts before you get pregnant.

Check to see how many attempts your insurance plan will cover. And be sure to talk to your doctor to create a strategy. Knowing what insurance benefits you have available to you may be a factor in deciding what treatment to undertake, Armstrong says. Many doctors will encourage up to six rounds of IUI before starting IVF. Some insurance plans will only cover IVF if you’ve had a certain number of IUIs.
