Affordable Care Act premiums from 2010 to 2018 increased by 176 percent for individual coverage and 216 percent for family coverage.     Enrollment Reached A Record High In 2021

    Enrollment in South Dakotas exchange started out quite low in 2014, with just over 13,000 people enrolling. That was only an estimated 11.1 percent of South Dakotas subsidy-eligible residents enrolled in coverage through the exchange tying Iowa for the lowest percentage in the nation.

    The fact that Wellmark did not participate in the exchange was cited as one of the reasons for the low enrollment in South Dakotas exchange in 2014. The carriers huge market share and name recognition coupled with the fact that existing Wellmark members had no means of keeping their carrier and also obtaining subsidies, meant that enrollment lagged behind the rest of the country in South Dakota.

    South Dakotas percentage increase in exchange enrollments in 2016 was the ninth highest in the US, and the fourth highest of the states that use Healthcare.gov. This could be due in part to the sharp rate increases for Wellmarks off-exchange plans in 2016, which may have encouraged former Wellmark members to shop on the exchange instead.

    Across all the states that use HealthCare.gov, the general trend thus far has been peak enrollment in 2016, with slight declines over the next few years and then an uptick in enrollment for 2021. But South Dakota is among just a handful of states where enrollment climbed steadily over each of the first five years of exchange operation. It did drop slightly in 2019, but has grown again in both 2020 and 2021, reaching a record high in 2021.

    How Farm Bureau Sells Insurance

    Farm Bureau members can buy insurance through one of several companies, depending on the state. In many states, a statewide Farm Bureau insurance company writes and sells its own policies. Two regional Farm Bureau insurance companies serve 10 additional states.

    In states without a Farm Bureau insurance company, members typically can get discounted insurance rates at partner companies including Alfa, Country Financial, American National and Nationwide Insurance. The one exception is Hawaiis Farm Bureau chapter, which doesnt offer auto or home insurance options for members.

    The new Farm Bureau health plans are technically not insurance, so theyre not regulated by the Iowa Insurance Division, unlike all other such policies sold to individual Iowans. Iowans can complain to the division if they feel they’ve been shortchanged by their health insurer. With the new Farm Bureau plans, if something went wrong, I dont know what the consumers recourse would be, Lueck said.

    Kammeyer said Farm Bureau and Wellmark are respected Iowa companies that want to do right by their members. They don’t want the program to be rescinded. “Just as the Legislature passed this law, the Legislature could un-pass this law,” he said.

    Also, he said, the benefits will be administrated by Wellmark, which is overseen by regulators as a licensed insurance company.

    Former Iowa Insurance Commissioner Susan Voss is concerned about the lack of oversight of the new plans.

    Voss said anyone considering the new plans should ask extensive questions. For example, she said, what would happen to a family if one member was denied coverage because of a pre-existing health condition? Also, she said, would the mental health or maternity coverage be as extensive as what standard health insurance plans offer?

    “I just think there are a lot of holes in it,” Voss said. Voss is a Democrat who is now a vice president at the American Enterprise insurance company, which does not sell health coverage.
