Nationwide, open enrollment will begin November 1, 2021, for health plans effective January 1, 2022.

In June 2021, HHS proposed an extended open enrollment period, starting with the open enrollment window that begins November 1, 2021. The proposal calls for open enrollment to start November 1 and continue through January 15, instead of ending in mid-December. Enrollees would still have to apply by December 15 in order to have coverage effective January 1 applications submitted between December 16 and January 15 would take effect February 1.

If finalized, this window will apply nationwide. But states that run their own exchanges would still have the option to further extend open enrollment, if they want it to continue past mid-January. Most of the fully state-run exchanges do tend to extend open enrollment each year, but few of them go past January 15 this would likely be the default deadline adopted by most of them.

Which Health Insurance Options Dont Use Open Enrollment

Most health insurers in California use some sort of open enrollment program. But there are a few exceptions:

  • Medi-Cal: Medi-Cal doesnt limit enrollment to the open enrollment period. If youre eligible for Medi-Cal, youre allowed to enroll anytime.

  • CHIP: The Childrens Health Insurance Program doesnt limit enrollment to a specific time, either.

Pennie is Pennsylvanias new state-affiliated health insurance marketplace created to reduce costs and support the needs of customers purchasing health coverage. Nearly 9 out of 10 of Pennie customers qualify for financial assistance.

Pennsylvania residents who are citizens, U.S. nationals or have a qualified immigration status are eligible to enroll.

Todays the last day for Obamacare enrollment on the federal marketplace, healthcare.gov. Individual insurance consumers who miss this deadline wont be able to select health insurance for 2018 without a special circumstance like a job loss or marriage.

The Obamacare enrollment deadline is for individual insurance customers in the 39 states that use healthcare.gov people who already have a plan and also those who want to sign up for the first time. From the start of Obamacare open enrollment on Nov. 1 through Dec. 9, some 4.7 million consumers have selected a health insurance plan on healthcare.gov, according to the Centers for Medicare & Medicaid Services, and experts expect a last-minute surge as the Obamacare deadline approaches.

Consumers in some states that operate their own health insurance exchanges have more time to enroll in Obamacare, as those states have set later deadlines.

The individual mandate under Obamacare still stands as of now: Youre required to have health insurance or pay a penalty at tax time, unless you qualify for a limited number of exemptions. The penalty for going uninsured is $695 per adult, $347.50 per child, or 2.5% of your income above the tax filing threshold, whichever is higher. The tax reform bill that Congress is set to vote on next week reportedly would reduce the penalty for going uninsured to $0 starting in 2019, a provision that the Senate included in that chambers version of the tax reform bill.

When Is Open Enrollment

The nationalhealth insurance open enrollment period for major medical coverage alsoreferred to as ACA or Obamacare coverage begins on November 1st 2020and runs through December 15th 2020 for coverage beginning onJanuary 1st 2021, in most states.

When Can I Enroll In Private Health Plan Coverage Through The Marketplace

In general, you can only enroll in non-group health plan coverage during the Open Enrollment period.

However, in 2021, HealthCare.gov and all state-run Marketplaces have extended the enrollment period to make it easier for people to sign up for coverage during the COVID-19 pandemic. During this extended enrollment period, uninsured people can sign up, and people already enrolled in the Marketplace have an opportunity to change plans. Special Enrollment Is The Exception To Open Enrollment

Insurance plans that use an open enrollment system also have an exception that allows you to enroll outside of open enrollment under extenuating circumstances known as qualifying life events. When you experience a qualifying event, you’re eligible for a special enrollment period that allows you to sign up for health insurance outside of open enrollment. Qualifying life events encompass a variety of circumstances, including:

  • involuntarily losing other health insurance coverage
  • moving out of your old plan’s service area, or to an area where different health plans are available.
  • getting married
  • having a new baby or adopting a child

You won’t be eligible for a special enrollment period if you lost your other health insurance because you didn’t pay the monthly premiums though, or if you voluntarily canceled your prior coverage.

Note that although qualifying events and special enrollment periods in the individual market are similar to those that have long existed for employer-sponsored plans, they are not identical.
