Open Enrollment For Delawares Health Insurance Marketplace
NEW CASTLE As the COVID-19 pandemic continues, Delawareans seeking health insurance, especially those who have lost coverage, can shop for 2022 coverage through the Health Insurance Marketplace. Enhanced federal subsidies, which began earlier this year under the Biden administration, will continue for 2022. The subsidies have helped to reduce consumer costs by as much as 40%.
The marketplaces ninth open enrollment period started today, Nov. 1, and ends Saturday, Jan 15, 2022, at www.HealthCare.gov, where consumers can renew existing coverage or sign up for a new plan. Coverage for enrollees who sign up by Dec. 15 and pay their first months premium will take effect Jan. 1, 2022.
Individuals who dont act by Jan. 15, 2022, cannot get coverage for 2022 unless they qualify for a Special Enrollment Period based on circumstances such as a loss of qualifying health coverage, change of income, becoming a parent, or other qualifying factors.
Monthly premiums for 2022 plans in Delaware will be 3% higher on average than the 2021 plans, Insurance Commissioner Trinidad Navarro announced in August. Highmark Blue Cross Blue Shield Delaware is the sole health insurer offering plans on Delawares Health Insurance Marketplace. Enrollees will choose one of 13 Highmark plans or they will be re-enrolled automatically in a plan similar to their current one.

If You Cant Pay Your Premiums Because Of A Hardship Due To Covid
- Check with your insurance company about extending your premium payment deadline or ask if they will delay terminating your coverage if you cant pay your premiums.
- If your household income has changed, update your application immediately. You could qualify for more savings than you’re getting now.
- If youre getting financial assistance for Marketplace premiums, you have a three-month grace period to catch up on premium payments to avoid having your coverage terminated for non-payment. Most of the time, if you arent getting financial help with your premiums, you have a grace period determined by state law .
What Can You Sign Up For During The Open Enrollment Period
During the OEP, you can renew your current plan or choose a new one. If you get health insurance through the exchange, you may want to consider a plan off the exchange . And vice versa: If youve been buying health insurance for yourself or your family directly through an insurance company, the OEP is the best time to evaluate whether the exchange offers better options in terms of coverage and price.
During the OEP, youll also be able to purchase a policy for dental coverage if dental benefits arent included in your current plan. If this coverage is included and you no longer want it, you can change to a plan that doesnt include these benefits, too.
Likewise, all plans on the exchange provide vision care for children up to age 18, including eye exams and glasses. Most dont include vision benefits for adults, and you cant buy stand alone vision coverage for adults through the exchange. You can shop for the vision care off the exchange or with the help of a licensed insurance broker.
If you have health insurance through your or your spouses job, open enrollment also provides you the chance to switch or add other benefits that are offered. These may include benefits like life insurance, health savings accounts and coverage for alternative health services such as acupuncture and massage. For more information, reach out to your companys human resources department or health plan administrator.
If You’re Enrolled In A Marketplace Plan And Your Income Has Changed
If youre enrolled in a Marketplace plan and your household income has changed, update your application immediately. If your income goes down or you gain a household member:
- You could qualify for more savings than youre getting now. This could lower what you pay in monthly premiums.
- You could qualify for free or low-cost coverage through Medicaid or the Childrens Health Insurance Program .

If You Have Limited Medicaid That Covers Covid
In some states, Medicaid may cover COVID-19 testing if you dont have other health coverage and dont qualify for full Medicaid or CHIP coverage. This limited Medicaid benefit only covers COVID testing and doesnt cover any other health care benefits and services. It doesnt count as having qualifying health coverage.
- With limited coverage, you can fill out a Marketplace application to find out if you qualify for comprehensive coverage, including COVID-19 testing, through either Medicaid, CHIP, or the Marketplace with savings based on your income. When you apply, dont tell us that you have Medicaid.
- If you enroll in Marketplace coverage and qualify for help paying for that coverage, notify your State Medicaid agency of this new coverage.
- Note: Like other Medicaid coverage that provides limited benefits, if your COVID-19 testing Medicaid coverage ends, you may not be able to enroll in Marketplace coverage until Open Enrollment, unless you have a qualifying event. Learn more about Special Enrollment Periods.

Why Do I Need Car Insurance Open On The Weekend
Because life happens over the weekend, check your insurer’s website to find out what types of services they offer on weekends. Some offices might just process insurance claims, have staff trained to change existing policies, or provide roadside assistance. Two of the most common reasons you might need to contact your insurance company over the weekend include:
- You are buying a new car. Many car shoppers work during the week, so they look for their new vehicles over the weekend. When you find the perfect car, it’s important to make sure it’s covered when you drive it home.
- You get into an accident. If you get into an accident on the weekend, you don’t want to have to wait until Monday to let your insurance company know and file a claim for the damage.
Protect Your Interests After A Car Accident
Traditionally, Memorial Day weekend is one of the busiest times on U.S. roadways. It is also one of the most deadly.
There was an average of 361 motor-vehicle deaths on Memorial Day weekend between 2013-2018, according to the most recent analysis by the National Safety Council of data from the National Center for Health Statistics and National Highway Traffic Safety Safety Administration. That makes for a 9.4% increase in motor vehicle deaths compared to non-holiday weekends.
Alcohol consumption is a major contributing factor to car crashes. More than one-third of fatal accidents during the 2018 Memorial Day weekend involved an alcohol-impaired driver, according to the most recent data from NSC. Thats a significant increase compared to the annual average of alcohol-impaired fatal accidents in 2018.
Seat belts for you and your passengers are one of the most effective ways to prevent fatal car crashes. The NSC estimates that lap and shoulder belts reduce front seat passenger car occupant deaths by 45%.
Having good car insurance is essential to Memorial Day travel. If you get into an accident, the right mix of coverage types will cover car repair bills, medical bills for injuries and even a tow truck if your car is disabled. Here are a few coverage types to consider:

First Week Of Operation

The message, “Please try again later”, greeted many people who tried to view information on marketplace websites across the United States during the first week of operation. Websites were reported to have either crashed or to offer very sluggish response times. A statement by Todd Park, U.S. Chief Technology Officer, resolved the initial disagreement about whether the culprit was the high volume of views or deeper technical issues: he asserted that glitches were caused by unexpected high volume at the federal health exchange , when the site drew 250 thousand visitors instead of the 50-60 thousand expected, and claimed that the site would have worked with fewer visitors. More than 8.1 million people visited the site from October 14, 2013.
It was unknown how many people in total successfully enrolled in the first week. The federal marketplace website was scheduled for maintenance on the weekend. Some reporters nicknamed the program “Slowbamacare”.
On October 1, 2013, the state-run marketplaces also opened to the public, and some of them reported first statistics. During the first week of enrollment:
How To Start Therapy
If you have a lot of options and need to narrow it down, think about what’s predictable about your health to guide you for instance, the particular doctors or specialists you want to see, prescriptions you know you’ll be picking up, and ongoing conditions you need to manage. If you need dental or vision care, check to see if your plan includes those things or if you’ll have to buy that sort of insurance separately.
Also rest assured that any health plan you pick through work or the federal or state marketplaces set up through the Affordable Care Act will cover the ACA’s 10 essential benefits such as free preventive care and hospital coverage.
Basic or catastrophic: If you’re pretty healthy no chronic medical conditions, or need to take pricey prescription drugs a basic plan might be all you need. It’ll provide financial protection if you get a serious diagnosis or get into an accident, and you’ll otherwise only need to worry about hopefully affordable premiums. Under the “metal categories” on Healthcare.gov, these are the bronze plans.

Other Key Insurance Terms
Here are other key insurance terms to help you understand your coverage and responsibilities for costs associated with your care:
A copay is a fixed dollar amount that you pay every time you receive medical care.
For example, if you have a $20 copay, you will need to pay $20 to the providers office when you go in for your doctors appointment. Many plans have different copay amounts for different services. So your copay may be $20 for a checkup but $50 for a visit to an urgent care center.
A deductible is a fixed dollar amount that you need to pay within a defined period of time before your insurer will start to cover some of the costs for covered medical services.
Coinsurance is another way you may be required to share costs with your insurance provider. With coinsurance, instead of paying a fixed amount each time you receive medical care, you may be required to pay a percentage of the total costs. For example, your insurance company may pay 80% of the cost, and you may be responsible for to pay for the remaining 20% of the bill.
A maximum out-of-pocket expense is the most youll have to pay for your medical costs in a given time period, usually one calendar year or one plan year.
More Open Enrollment Opportunities
Most employers allow you to sign up for or change other job-based benefits during open enrollment. Generally, youre only allowed to make these changes during open enrollment. For example, you may be able to:
- Set up a flexible spending account or health savings account .
- Sign up for, or adjust the amount of, life insurance, disability insurance, vision insurance, dental insurance, legal insurance, supplemental insurance benefits, etc.

Holdout States Haven’t Expanded Medicaid Leaving 2 Million People In Limbo
Then there’s Medicaid, the health insurance program for people with low incomes, that covers around 80 million people nearly one in four Americans. It’s funded by both the federal and state governments, but run by each state, so whether you’re eligible depends on where you live.
For practically everyone else, the place to go is Healthcare.gov, where you can shop for insurance in the marketplaces created by the Affordable Care Act, also known as Obamacare.
This is where you look for health insurance if you don’t fit any of the categories we mentioned previously, Corlette says if, for example, “your employer doesn’t offer you any coverage you’re not eligible for Medicare because you’re not old enough and you’re not poor enough for Medicaid. You can go to the marketplaces, apply for financial help depending on your income, and choose a plan there.”
Coverage Start Dates With A Special Enrollment Period Due To Loss In Coverage
- If youve already lost coverage, your Marketplace coverage can start the first of the month after you apply and enroll.
- If you know youll lose coverage within the next 60 days, you can submit an application on HealthCare.gov before you actually lose your coverage to help make sure theres no gap in coverage. For example, if you know youll lose coverage on August 30, and apply and enroll in a Marketplace plan August 10, your new coverage will start September 1.

Buying Auto Insurance Over The Phone
If you find a car you want to buy over the weekend, you might need to provide proof of insurance before you can drive it off the lot. If you don’t have an existing insurance policy, most companies will provide insurance quotes over the phone on Saturdays and Sundays. You can make this process easier by doing research before you start car shopping.
Look at a few insurance companies or agencies to determine their hours and if they are open on weekends. Have the toll-free number for the companies you might use in your phone, so you can make a quick call once you’ve decided on a vehicle. After you’ve spoken with the customer service agent and purchased a policy, you can get proof of coverage emailed to you.
If you already own a car with insurance, your policy might cover a new car for a certain period. Check your insurance policy for this type of provision, so you know if your new car will be covered for the weekend and what type of coverage it will have.
